Enable Data Marketplace segments for distribution

https://api.liveramp.com/data-marketplace/buyer-api/v3/requested-segments

Creates a request for a third-party segment based on your first-party segment, making the segment eligible for distribution via the Activation API. This is limited to 100 segment IDs per request and returns individual status messages for each segment requested.
